This "Ground Breaking Independent Poll", represents an attempt to legitimise the process of Sport England taking over the sport of athletics. Sport England have assessed that the Athletics Clubs will not vote to close down the AAA of England and the English Regional Associations, (North, South and Midlands). In an effort to create the illusion that the proposed take over of the sport was the result of consultation and consent, Sport England have created this poll of clubs which will rely on a simple majority to legitimise the takeover. The tragedy is that the questions will be framed in a way to ensure that any result will represent a mandate for Sport England to proceed with the takeover. The true debate is whether clubs wish for the sport to be administered by a Top-Down structure, or whether they prefer to retain the existing Bottom-Up structure. However this question will not be asked. The question posed will be "what kind of Top-Down structure would you like?" Clubs who throw the ballot paper into the dust bin will be defeated by the minority of clubs who enter a valid response.
